This song involves a combination of two themes:
1.) The number 9 transit bus in Everett Washington which is notorious for its mumbling, drugged out passengers.

2.) A clean cut cubicle dwelling telemarketer who on his commute to the workplace is forced to ride the 9 and encounter the shady characters on board.

The lyrics shift between the perspective of the scraggly tweaker on the bus, and the 9 to 5 geek and they connect by observing eachother
(i.e. the beggar is asking for spare change to buy some rice, and the 9 to 5 commuter is describing the strange passengers that he has to ride with)
